Ronson Shamoun

Founder and CEO, RJS LAW

Ronson Shamoun is a proud three-time graduate of the University of San Diego where he received his Bachelor of Arts (B.A.) in Accountancy, his Juris Doctor (J.D.), and his Master of Laws in Taxation (LL.M.) degrees. He is a native San Diegan and has over 20 years of experience advocating for small and large tax resolution matters. 

Mr. Shamoun is the founder and CEO of RJS LAW, A Tax Law Firm. His practice involves federal and state taxation, with an emphasis on criminal tax defense, tax controversy, international tax, and estate planning. He has extensive experience representing individuals and businesses before the Internal Revenue Service (IRS), the Franchise Tax Board (FTB), the Employment Development Department (EDD), and the California Department of Tax and Fee Administration (CDTFA). 

Mr. Shamoun has advocated for both small businesses that fell behind in taxes and large international companies with complex tax issues. His tireless, client-focused work ethic and his sterling reputation with such agencies as the IRS and attorneys at the United States Attorney’s Office and the District Attorney’s Office have saved his clients hundreds of millions of dollars. Mr. Shamoun has fought for reduced criminal charges against clients accused of tax evasion, and he has helped dozens of clients avoid criminal prosecution altogether.

Mr. Shamoun was named one of San Diego’s Top Attorneys for 2022 and 2023 by San Diego Metro Magazine, and 2019 - 2023 Super Lawyer by his San Diego peers. In 2021, he received the University of San Diego (USD) Mother Rosalie Clifton Hill Award – only the second law school graduate to ever receive the award. In addition, he was recognized as one of the 2023 Top 100 Leaders in Law by the San Diego Business Journal as well as a 2024 Metro Men of Influence by SD Metro. In 2020, he was honored to be distinguished as a San Diego Business Journal CEO of the Year Award Winner in the Small Private Company category as well as receiving their Leaders in Law Award. He has been recognized by Martindale Hubbell as an AV Preeminent: Highest Excellence in Legal Ability and Ethical Practices beginning in 2013 through 2023. In 2017, Mr. Shamoun was proud to be recognized as one of the University of San Diego School of Law Distinguished Alumni. This prestigious designation is the highest honor bestowed upon alumni and only 87 people have received this designation since the award’s inception in 1977. 

He has donated an annual scholarship to the University of San Diego School of Law and School of Business to foster and encourage student success and growth. He contributes to numerous charities including the Girl Scouts, Honorary Deputy Sheriffs’ Association, Susan G. Komen, and Rady’s Children’s Hospital. Additionally, Mr. Shamoun is an adjunct professor at the University of San Diego School of Law and School of Business, where he teaches Tax Practice and Penalties and Federal Tax Procedure and Policies, respectively. Mr. Shamoun also sits on the University of San Diego School of Law Board of Visitors and the School of Business Board of Advisors.   

In 2016, Mr. Shamoun co-founded the University of San Diego School of Law – RJS LAW Tax Controversy Institute, which brings together tax attorneys, CPAs, enrolled agents, and tax preparers to discuss the latest changes in tax law. The institute is a leader in teaching tax professionals the latest changes and practice tips in tax law, and it has raised thousands of dollars for student educational scholarships.
